    The Committee on Energy, Industry and Labor moved to amend the title of the bill to read as follows:

    H. B. 2354 – “A BILL to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated §21-3-22, relating to requiring onsite employees at certain public improvement construction projects to have successfully completed an Occupational Safety and Health Administration (OSHA) approved 10-hour construction safety program prior to beginning work; requiring contractors and subcontractors on certain public improvement projects to have a written policy requiring such training for their employees; requiring certain submittals to a public authority to prove employee successful completion of such training; and providing for the assessment of civil penalties.
